Nortel CEO urges the West to get telecoms 'vision'

TORONTO (Reuters) - Nortel Networks Corp. (NT.TO: Quote, Profile, Research) (NT.N: Quote, Profile, Research) chief executive Bill Owens called on Western governments on Tuesday to do more to help develop next-generation telecoms networks, urging them to look to Asia for inspiration.
The head of one of the world's largest telecoms equipment makers said U.S., Canadian and Western European governments could learn lessons from China, India and South Korea, which, he said, have a more comprehensive vision for spurring development of their telecoms sectors.
"I would just say to all of us in our Western governments, if they (in Asia) see the vision, why don't we see the vision and step up to it in profound ways to make our societies better and to make our businesses prosper," he told a telecoms conference in Toronto.
"I am a believer in the fact that if you build bandwidth, they will come."
He said the more developed strategy in Asian countries often includes subsidies and incentives to encourage companies to build out broadband and mobile networks.
The chief executive did not touch on Nortel's financial performance. The Brampton, Ontario-based firm has pledged to file tardy first-quarter results before the end of the month. Owens refused to take questions from reporters after his speech.
Instead, Owens talked about Nortel's strategy for expanding its business, which includes pushing into more security and government markets in addition to its research and development efforts.
He said Nortel will continue to focus a large part of its R&D efforts in Canada, where he estimated it accounts for 85 percent of the country's telecoms R&D spending. While many companies are talking about moving research work to India or China, he said Canada looks as good as "any place in the world" to do the work.
"I would encourage government by the way to take that very seriously, and put in place policies that allow the continued competitiveness of that R&D marketplace," he said.
The former U.S. naval commander and vice chairman of the Joint Chiefs of Staff said a key area of research for Nortel is security. He predicted that with a move to Internet Protocol standards, telecom networks may become more vulnerable to the viruses and attacks that hit the Internet.
"Could you foresee complete shutdowns of telecoms networks in an entire country? Yes, I think so," he said.
