The graphic designer must ensure that the graphics that is being designed must be in proper syncronisation with the goal of making it. E.g. while making graphics for a legal website, the use of beautiful sceneries is nothing but useless. A beautiful scenery can grab the attention of the visitors to that particular website but it will be considered worthless considering the overall theme of the website as a whole. Yes, proper portray of legal books, a judge's attire, a courtroom, the judge's hammer etc. are all considered relevant to the theme of the entire website. In short, the abstraction of an idea into a flat space, to make it a graphic form, is an integral part of Graphic Design.
Taking the viewpoint from a website design, the availability of usable space is very limited. So whatever space is available calls for using that efficiently and above that dexterously. The graphics should precisely show what needs to be communicated to the visitors to the website. Make that graphic prominent and interesting so that the visitors also gets a clear view of what is being said through a particular graphic.
