-- Search engines determines whether the meta tags relates to the content of the webpage.
# Proper Title Tags: Title tags are important as this is the first thing that the search engine crawler first encounters once entering the website. All search engines use the content of your title tag to index the content of your site. The Title Tag must be made relevant to the theme of the website.
# Submitting website: In order to make the search engine crawler index a website, the first issue is to get the website listed onto the search engines. This will further help the search engine to index the pages of the website. All major search engines like Google, Yahoo, MSN, Altavista, Sympatico etc. offers for free submission of the website URL. Some search engines even offers for paid URL submission where the website URL will be listed onto some specific area where the visitors can easily view those.
Conclusion: URL submission is not a big deal. The issue is the ranking of the website design.
