Proper graphics and animations provides that "X-factor" that might make the visitors to click on them in order to reach to your website. It will be unfavorable to have a banner with superb graphics and animations but taking huge amount of time in order to download because anyway the visitors are not being able to view the banner. So use them judiciously but effectively.
# A proper action call is required for all the banners because it is found that many visitors don't click on the banners even after viewing them. This is because they are not sure whether the banner is clickable or not. A "Click to know more" kind of text will help the visitor to click on those banners because now they know that those banners are clickable. As soon as the visitor click on those, it should bring them to your website.
